Havila pauses coastal-route investments over a shorter Norway contract

The short answerOn 27 Oct 2026 Havila Voyages said Norway's draft 2027 budget would cut the next Bergen-Kirkenes coastal contract from 10 years to 4 or 5 years after 2030. The company is pausing investments for that next contract. Its stock-exchange release says the current contract runs through 2030 and is not affected, and that car-deck work is on hold only on ships where it has not started. A second Havila release, and Cruise Industry News, warn the coast could lose the route after 2035.

Havila is pausing investments for Norway’s next coastal contract. The company posted two releases on 27 Oct 2026. The stock-exchange note says the current Bergen-Kirkenes contract runs through 2030 and is not changed. The news release the same day, and Cruise Industry News the same day, warn that the coast could lose the route after 2035.

The photo on this page is the lead image on the Cruise Industry News story. The file name is Havila-Capella-Mjolstadnese.jpg. The article does not name a photographer. Neither Havila release says this pause applies only to Havila Capella. The stock-exchange page shows a logo, so this post uses the Cruise Industry News file.

What Oslo put on the table

Both Havila pages describe the same budget idea. The next contract for the Bergen-Kirkenes coastal route, after 2030, would run four or five years. The current agreements run 10 years.

The stock-exchange release also says the proposal still wants daily calls, more room for cargo, and more room for private cars. Climate rules beyond the law would be set only where the cost is justified. The news release objects to that climate line. Cruise Industry News reports the objection.

What Havila stopped spending on

The two company pages do not describe the same pause.

The stock-exchange release says Havila is reassessing investments for the next contract. The specific hold is narrower. Car-deck work and the other adaptations for that next contract were going to happen during scheduled maintenance. On ships where that work has not started, it is now on hold. The release does not say a ship already in the yard has to undo the work.

The news release says planned investments for the next contract period are on hold, including the car modifications at every port. It does not print the not-yet-started limit. Bent Martini, the chief executive, says a four-to-five-year contract is no basis for new ships or major technology, so some investments wait. Cruise Industry News follows that wider wording and quotes the same line. It does not print the ship-by-ship limit.

Martini also says, in the news release, that Havila can still operate. The ships were built so they can work off the coastal route. The stock-exchange release says the same thing without the quote: the vessels were designed for use outside the route, and a short contract would push growth into other markets.

The news release says Havila and Hurtigruten showed alternative fuels in fall 2025, and that Havila’s ships already emit less CO2 than the contract requires. Those two sentences are not in the stock-exchange release. Cruise Industry News does not print them.

Per Sævik, the founder, is in the news release and in Cruise Industry News. He says a contract this short gives no reason to invest, and the communities that need the daily call are the ones who lose. The stock-exchange release does not quote him.

What this means if you are booked, or if you were waiting on a newer ship

A cruise you hold under the contract that runs through 2030 is not cancelled by these pages. Only the stock-exchange release says that in a direct sentence. It also prints no refund, because it does not take the sailing away. The news release and Cruise Industry News do not tell you to rebook.

What changed is the next contract, the one after 2030. Parliament still has to vote. Havila’s own pages put that vote in December 2026. Until then, the company is not spending on the next-contract upgrades in the way it had planned. If you wanted car space on a ship that had not started that work, the stock-exchange release says that modification is on hold. If you wanted the 2028 climate-neutral target to stay a promise, that same release says the target will be reassessed. The news release still states the biogas aim and then says the short contract may not fund it.

The 2035 line is a warning, not a closed route. It is in the news release and in Cruise Industry News. It is not in the stock-exchange release. The photo of Havila Capella is the Cruise Industry News file. It is not a list of the ships covered by the pause.

Questions

What did Norway propose?
Havila's stock-exchange release on 27 Oct 2026 says the government, on 7 Oct, proposed a 4-to-5-year contract for the Bergen-Kirkenes coastal route after 2030, against 10 years now. The proposal is in the 2027 national budget, Prop. 1 S (2026-2027). Parliament is expected to decide in December 2026. The stock release says the next tender is expected in 2027. Havila's same-day news release says the company has been given signals the tender will come in the first half of 2027. Cruise Industry News, 27 Oct, prints the first-half line as the expectation, not as a signal.
Does this cancel a cruise you already hold?
The stock-exchange release says the current contract runs through 2030 and will not be affected. It does not cancel a sailing, and it does not print a refund. The news release and Cruise Industry News do not print that 2030 protection in those words. They describe investments for the next contract. Neither Havila page tells a booked guest to rebook.
Which investments stopped?
The stock-exchange release is the narrow one. Car-deck and other adaptations for the next contract, planned during scheduled maintenance, are on hold for vessels where that work has not yet started. Climate-neutral operations by 2028 and zero emissions from 2030 will be reassessed if the short contract stands. The news release says planned investments for the next contract are on hold, including modifications to handle private cars at all ports. It does not print the not-yet-started limit. Cruise Industry News follows the news release on the car work and does not print the ship-by-ship limit or the 2028 target reassessment.
What is the 2035 warning?
Havila's news release says a shorter contract, weak climate rules, and a new look at the route in the National Transport Plan leave the door open to discontinuing the coastal route after 2035. Bent Martini, the chief executive, says that in the release. Cruise Industry News reports the same 2035 risk. The stock-exchange release does not print 2035 or the word discontinuing. It says that with a 4-to-5-year contract, growth would increasingly have to come from markets outside the coastal route.

  1. TIER 1Havila Kystruten AS stock-exchange release, 27 Oct 2026, Potential Implications of Proposed Framework for the Next Coastal Route Contract: on 7 Oct the Norwegian government presented the 2027 National Budget, Prop. 1 S (2026-2027), covering Bergen-Kirkenes coastal service after 2030. The proposed contract is 4 to 5 years, compared with 10 years now. Parliament is expected to decide in December 2026. If the framework is kept, it is the basis for the next tender, expected in 2027. Havila is already reassessing investments for the next contract. The proposal keeps daily calls at 34 ports, now served by 11 vessels, and aims to add cargo and private-car capacity. Climate requirements beyond the law would be set only where the cost is justified. The current contract runs through 2030 and is not affected. During the current contract, adaptations for the next period, including car transport at all ports, were planned alongside scheduled maintenance. For vessels where that work has not yet started, those investments are now on hold. The targets of climate-neutral operations by 2028 and zero emissions from 2030 depend on long contracts and will be reassessed once the framework is final. With a 4-to-5-year contract, growth would increasingly come from commercial markets outside the coastal route. The ships are designed for use outside that route. The company says it is well positioned either way and will talk to the authorities about the contract length and the climate rules. The release names chief executive Bent Martini and chief financial officer Aleksander Røynesdal as contacts. It prints no Martini quote, no Per Sævik quote, no 2035 end date, no refund, and no cancelled sailing. The page image on this release is a logo.

  2. TIER 1Havila Voyages news release, 27 Oct 2026, Investments on hold: Uncertainty over new coastal route agreement: the government wants to cut the next coastal contract from 10 years to four or five. Havila is putting planned investments on hold and warns about jobs, settlement, emissions cuts, and emergency preparedness. Parliament decides the framework in December. The 2027 budget proposal shortens the Bergen-Kirkenes contract after 2030. Havila says it has been given signals the tender will be issued in the first half of 2027. Planned investments for the next contract are on hold, including modifications to handle private cars at all ports. Bent Martini, chief executive, says a ship is built to sail for decades, a four-to-five-year contract is no basis for new ships or major technology, and some investments are on hold pending clarification. He says the company can manage because the ships are built for other uses, and that the coast will suffer. Havila says a short contract limits competition to today's operators and their existing fleets, and that the oldest ship on the route will be more than 50 years old when the next contract expires. Martini says short contracts are normally more expensive for the state. Havila objects to climate rules that go beyond legislation only where the abatement cost justifies it. In fall 2025 Havila and Hurtigruten demonstrated alternative fuels. Havila aims to make the fleet climate-neutral on biogas by 2028 and zero-emission from 2030. Martini says the ships already emit less CO2 than the contract requires. He says the proposals leave the door open to discontinuing the coastal route after 2035. Founder Per Sævik says a contract this short gives no reason to invest, and the local communities lose. The release prints no 34-port count, no 11-vessel count, no statement that the current contract through 2030 is unaffected, and no line limiting the pause to ships where work has not started. It prints no cancelled sailing and no refund.
